The Baltimore County Chapter of Jack and Jill of America, Inc. was the concept of Mrs. Gloria R. Marrow. A previous member of the Baltimore City (MD) Chapter, since 1979, decided to form the Baltimore County (MD) chapter in 1985. In 1985, when her second son graduated from the JJA program, she voluntarily left the Baltimore City Chapter in order to establish a Baltimore County Chapter. The Baltimore County Chapter was chartered with 22 mothers. During the course of 2 years from 1987-1988, Mrs. Marrow recruited, which led the group to the Chartering Orientation phase. On July 1988, at the Convention in San Francisco the infant group was voted into membership in Jack and Jill of America, Inc.
On October 1, 1988, the Baltimore County Chapter was inducted into membership and its officers installed. The newly elected Program Director, National Regional Officer, Sonja Brown, along with the outgoing Regional Director, Nellie Thornton, the newly elected Regional Director, Sandrea Brown, and the Immediate Past Vice President, Charlie Mae Brown, officiated at the Chartering Ceremonies. It was most impressive. The Chartering Ceremonies, reception, and program were held at the Holiday Inn-Belmont.

- Georgia Simpson – Financial Secretary
The chapter initiated 10 prospective moms as new members in 1989. Today, the Baltimore County, MD Chapter has over 30 members strong and growing.Mrs. Marrow established the Baltimore County Chapter as a means of establishing an “African-American personality” for and in Baltimore County, the need to establish a medium of contact for African-American families is essential. She believed that it was the kind of JJOA program that would allow this kind of contact to be made.
